BFAA election: Hearing on HC rule February 22

Senior Reporter / Thelegalvoice24 : UNB, Dhaka : The High Court on Tuesday fixed February 22 for hearing the High Court rule challenging the legality of Appellate Board’s decision declaring actress Nipun Akter as the General Secretary of Bangladesh Film Artistes Association (BFAA). The HC bench of Justice Mamnoon Rahman and Justice Khandaker Diliruzzaman fixed the date following a time petition filed by Nipun’s counsel Barrister Rokon Uddin. Three Advocates– Yusuf Hossain Humayun, Ahsanul Karim and Nahid Sultana Juthi stood for actor Zayed Khan. The Appellate Division on Monday stayed the High Court order on the General Secretary post of BFAA and upheld the decision of the Chamber court for maintaining status-quo over holding the post. A six-member Appellate Division bench headed by Chief Justice Hasan Foez Siddique passed the order and directed the High Court to settle the issue. On February 9, the Appellate Division of the Supreme Court said neither actor Zayed Khan nor his rival actress Nipun Akter can hold the office of the general secretary of Bangladesh Film Artistes’ Association until a full-bench hearing on the controversy is held. Responding to an appeal by Nipun Chamber Judge of the Appellate Division Justice Obaidul Hassan passed the order. On February 8, actress Nipun Akter moved the Supreme Court against the High Court’s stay on the cancellation of actor Zayed Khan’s candidacy in the election over vote-buying allegations. On February 7, a division bench of High Court justices Mamnoon Rahman and Khandaker Diliruzzaman stayed the decision of the Election Appellate Board revoking the candidacy of Zayed. The order was passed following a writ petition filed by Zayed challenging the validity of the decision of the Board. Besides, the High Court had asked Zayed to continue with his activities as the general secretary, according to advocate Ahsanul Karim. The High Court had also issued a rule asking the authorities concerned to explain by February 15 why the decision to cancel the actor’s candidacy should not be declared illegal. On February 5, the Election Appellate Board decided to remove Zayed from the post of general secretary of the association over allegations that he had resorted to impropriety in the recent election. Sohanur Rahman Sohan, chairman of the Board, announced the decision on Saturday evening. A day later, the newly elected committee of the Bangladesh Film Artistes’ Association led by Ilias Kanchan and Nipun Akter took the oath of office. The association election was held on January 28. Zayed was declared the winner for the general secretary post, after he defeated Nipun in a close contest. It was his third consecutive win.

Six heroic women freedom fighters of Rangpur honored

Staff Reporter / Thelegalvoice24 : (FFs) of Rangpur were honoured today for their outstanding contribution to the country’s Liberation War marking the golden jubilee of independence of Bangladesh. The Ministry of Women and Children Affairs Ministry organised a national level function to honor the women freedom fighters at Osmani Memorial Auditorium in the capital and all Deputy Commissioners’ offices across the country virtually participated in the event. Liberation War Affairs Minister AKM Mozammel Haque MP attended the function as the chief guest with State Minister for Women and Children Affairs Fazilatun Nesa Indira MP in the chair. The Liberation War Affairs Minister also virtually distributed crests, scarves, sharee and souvenir among the six heroic women freedom fighters of Rangpur through Deputy Commissioner of Rangpur Md. Asib Ahsan. The honored heroic women freedom fighters of Rangpur are Aklima Khikndker of Purbo Shalbon area, Jahanara Begum and Mahmuda Yasmin of Munshipara area, Monsura Begum of Kamal kachhan area, Anwara Begum of Radhaballav area and Ayesha Begum of Tazhat area in Rangpur city and Ruplai Rani Singha of Dakshin Ajoddhapur area under sadar upazila in Rangpur. After receiving the awards, the heroic women freedom fighters expressed deep gratitude to Prime Minister Sheikh Hasina for properly evaluating and honoring them while celebrating the golden jubilee of the country’s independence. Deputy Director of the Department of Women’s Affairs Kawser Parveen, high officials, heroic freedom fighters, socio-cultural and professional activists attended the function held at the conference room of the Deputy Commissioner in Rangpur.

Malaysia court orders immigration wing to halt deportation of Khairuzzaman

Special Correspondent / Thelegalvoice24.com The High Court of Malaysia has granted an interim order against the immigration department from deporting former Bangladesh High Commissioner M Khairuzzaman to Dhaka, reports Free Malaysia Today. Judge Mohamed Zaini Mazlan granted the order during case management of Khairuzzaman’s habeas corpus application on Tuesday. Khairuzzaman, 65, is wanted in Bangladesh for undisclosed reasons, but his wife, Rieta Rahman, had contended that his arrest was politically motivated by the Bangladesh government, according to the report. He was picked up by immigration authorities from his residence in Ampang on Feb 10. The former diplomat’s legal team contends that he was a political asylum seeker with a UNHCR card and had not committed any immigration violations, and hence his detention was unlawful. In granting Khairuzzaman’s application for a stay, Zaini said: “I don’t want to hear that he has been deported against this court order that I have granted.” Earlier, Khairuzzaman’s lawyer, Edmund Bon, had brought up the issue of immigration officers deporting Myanmar detainees last year, despite a court order barring the government from doing so. “I hope the immigration (department) doesn’t take matters into their own hands,” he said. Federal counsel for the immigration department Wong Siew Mun said he would get back to the Attorney-General’s Chambers on the interim stay. The court set May 20 to hear Khairuzzaman’s habeas corpus bid. In an immediate response, Khairuzzaman’s wife, Rieta Rahman, said she was thankful for the court’s decision, but hoped the whereabouts of her husband would be made known. She also asked if a doctor could examine Khairuzzaman, given his medical conditions. “I want to know where my husband is and, if possible, speak to him,” she told FMT. Khairuzzaman was represented by lawyers Ngeow Chow Ying and Yew Ding Wei. Khairuzzaman, a retired army major, was accused in the 1975 Jail Killing case. He was appointed as Bangladesh’s high commissioner to Malaysia in 2007 under the caretaker government. On Nov 3, 1975, four of Bangabandhu Sheikh Mujibur Rahman’s closest associates, known as the four national leaders, were killed at Dhaka Central Jail. They were Syed Nazrul Islam, Tajuddin Ahmad, M Mansur Ali and AHM Quamruzzaman. Khairuzzaman was named as a suspect in the Jail Killing case, but was later dropped from it. In 1975, after Bangabandhu’s assassination, Khairuzzaman joined the Ministry of Foreign Affairs. When the Awami League came to power in 1996, Khairuzzaman was serving as acting ambassador to the Philippines and was recalled. On Sept 24 of that year, he was arrested and his retirement was made compulsory. In 2001, when the BNP-Jamaat alliance came to power, Khairuzzaman was freed on bail. On May 4, 2003, he was appointed as director general to the Ministry of Foreign Affairs. He also served as an ambassador from 2001-2006 under the BNP government. A court dropped him from the Jail Killing case in 2004. He was made a high commissioner in 2007, under the caretaker government, and sent to Malaysia. In 2009, when the Awami League came to power, they recalled him to Bangladesh to stand trial. But Khairuzzaman secured a UN refugee card and remained in Kuala Lumpur.

PM for increasing cultural, literary practices in dist level

Senior Reporter / Thelegalvoice24 : Dhaka, Prime Minister Sheikh Hasina today called upon Bangla Academy and local administration to take measures for increasing cultural and literary activities at the district level and expanding tenure of the Amar Ekushey Book Fair till March 17, the birthday of the Father of the Nation Bangabandhu Sheikh Mujibur Rahman. “Cultural and literary practices, including cultural programmes and discussions on literature, were held at the district and upazila levels which have decreased nowadays. We have to reintroduce the practices and increase our cultural programmes to further strengthen our existence,” she said. While opening virtually the Amar Ekushey Book Fair-2022 in the city as the chief guest from her official Ganabhaban residence this afternoon, she said that the Bangla Academy could take initiatives to increase cultural and literary activities at the district level. The Prime Minister continued that many talented poets, artistes, litterateurs and cultural activists would come to the light from different regions of Bangladesh if the practices could be increased. “Increased cultural and literary practices will help blossom talents alongside meeting up the psychological demand,” she said. The Prime Minister opined that the increased cultural practices would keep the young generation away from wrongdoings and increase their interest in Bangladesh, Bengali Language, Bengali literature and Bengali culture. The Prime Minister said that the Shilpakala Academy has been arranging the cultural programmes up to the upazila level, she said that Bangla Academy and the local administration should take measures to increase cultural and literary practices at the district level. Sheikh Hasina said the duration of the fair should be extended till March 17, the birthday of Father of the Nation Bangabandhu Sheikh Mujibur Rahman, as the demand to this end from the publishers has come across. “ As this time we have started the fair in delay, February 15, I think we can continue it for a full month,” she said. The Premier said that she alone could not take the decision, urging the Bangla Academy, organizers of the book fair, to consider how much they can do in this regard. The fair, a yearly event of booklovers and publishers, began today on the Bangla Academy premises and at adjoining Suhrawardy Udyan with the theme of the fair-2022 is “Birth Centenary of Father of the Nation Bangabandhu Sheikh Mujibur Rahman and Golden Jubilee of Country’s Independence.” Sheikh Hasina also distributed the Bangla Academy Sahitya Puroshkar-2021 (Bangla Academy Literature Award) at the opening ceremony. On behalf of the Prime Minister, State Minister for Cultural Affairs KM Khalid handed over the awards to the recipients and spoke at the function as special guest. Cultural Affairs Secretary Md Abul Mansur spoke on the occasion with Bangla Academy President writer Selina Hossain in the chair. Bangla Academy Director General poet Mohammad Nurul Huda delivered the welcome speech while Bangladesh Publisher and Book-Sellers Association President Md Arif Hossain Chhoton, also spoke. The award recipients for 2021 are — Asad Mannan, Bimal Guha (Poetry); Jharna Rahman, Bishwajit Chowdhury (Literature); Aminur Rahman, Rafik-um-Munir Chowhdhury (Translation); Sadhana Ahmed (Drama); Rafikur Rashid (Children’s Literature); Panna Kaiser (Liberation War-related research); Harun-ur-Rashid (Bangabandhu related research); Shubhagata Chowdhury (Science Fiction/Environmental Science); Sufia Khatun, Haider Akbar Khan Rano (Autobiography/Travelogue); Aminur Rahman Sultan (Folklore) and Hosenuddin Hossain (Essay/Research). Each awardee received a cheque amounting to TK three lakh and a crest. Bangla Academy Sahitya Puroshkar is given by the Bangla Academy in recognition of advancement and overall contribution to the field of Bengali language and literature. At the outset of the programme, the country’s national anthem and the historic fair introductory song—Amar Bhaiyer Rakte Rangano— were played. A one-minute silence was also observed in respect to the Language Movement martyrs. The book fair will remain open for all from 2 pm to 9 pm on working days and 11:00 am to 9 pm on public holidays with a one-hour intermission for lunch and offering prayers till February 28.

Govt turning Coast Guard into modern force: PM

Senior Reporter / Thelegalvoice24.com Dhaka, Prime Minister Sheikh Hasina today said her government is making Bangladesh Coast Guard as a modern and up-to-date force to enable it for carrying out more new responsibilities in the future. “Our government is working tirelessly to build the capacity of the Bangladesh Coast Guard (BCG) through its own manpower recruitment activities and force restructuring,” she said. The premier said this while addressing the ceremony of 27th founding anniversary of Bangladesh Coast Guard and Bangladesh Coast Guard Day-2022 at Coast Guard Headquarters in capital’s Sher-e-Banglanagar. She joined the function virtually from her official residence Ganabhaban. She said the high-tech ships, hovercrafts and high-speed boats will soon be added to the force to modernize and strengthen Coast Guard. Moreover, initiatives are being taken to establish a digital connection with Bangabandhu Satellite-I to bring a groundbreaking change in the communication system of the force in the deep sea, she added. “Coast Guard will be able to meet the challenges of the 21st century with the incorporation of these modern technology-enriched ships and developed communication systems,” she hoped. Sheikh Hasina said the role of Coast Guard is increasing for maintaining the overall law and order situation in the vast coastal areas and marine waters, protecting fisheries, ensuring security of the country’s seaports, anti-smuggling and anti-drug operations, as well as protecting life and property of coastal people during natural disasters. Mentioning that Awami League (AL) government has always been directly involved in the formation and development of Bangladesh Coast Guard, she said it had emerged as a force in context of a bill brought by AL in the Jatiya Sangsad in 1994 as the then opposition party. Assuming power in 1996, she said, AL government took a massive initiative in expanding Coast Guard’s activities in the country’s coastal areas by providing land for its various zones, different types of vessels and building infrastructure. Following this, she added, since 2009 various infrastructures including coastal crisis management center, accommodation of officers and sailors of bases, officers’ mess, sailors’ quarters and administrative buildings have been constructed at Coast Guard stations and outposts in coastal and remote areas of the country. The prime minister said the training capacity of Coast Guard’s manpower has been strengthened through establishment of its own training base “BCG Base Agrajatra” in Patuakhali region. In addition, a total of 77 ships and vessels of different sizes have been built and incorporated to the force in the last 13 years of her government, she said Besides, two inshore patrol vessels, a floating crane, two tug boats and 16 other boats have been shaped for the Coast Guard at Narayanganj Dockyard and Khulna Shipyard run by the Bangladesh Navy, she added. Sheikh Hasina said a dockyard is also being built in Gazaria for the construction, repair and maintenance of the force’s vessels and ships. She opined, “I think the ability to build a ship in our own yard will strengthen our confidence.” Referring to the 9 ships and a base of Bangladesh Coast Guard simultaneously commissioned by her in the last year, she said, “Incorporation of these vessels has opened a new chapter for the organisation.” In addition, the Coast Guard has been given approval for construction of four more OPVs and nine replacement ships for deep sea patrol, she revealed. Sheikh Hasina said, “We’ve consistently bolstered the strength of the Coast Guard as Awami League has been in power since 2009.” In order to provide security to the economy and deep sea, she said, plans have been taken to further increase the ships, equipment and manpower as per the vision of this force-2030 and 2041. She said, “I believe that Bangladesh Coast Guard will play an important role in keeping the deep sea dependent economic activities dynamic and secure.” She also hoped that the force will greatly contribute to securing the projects related to the blue-economy and maintaining security of life and property of individuals. She praised the role of Coast Guard in preventing Jatka fishing and protecting mother hilsa.

COVID-19 situation is under control: Health Minister

Staff Reporter /Thelegalvoice24 : Dhaka, Health Minister Zahid Maleque today said COVID-19 situation in Bangladesh is under control as the government has taken massive multiple initiatives including nationwide vaccination programme. “We have been able to vaccinate over 17 crore doses of vaccines….meaning a large segment of people received coronavirus jabs,” he told a function of Shaheed Suhrawardy Medical College and Hospital in the city, an official release said. The inaugural function was held on the occasion of setting up 126 more dialysis centres at four hospitals — Shaheed Suhrawardy Medical College and Hospital, Mugda Medical College & Hospital, Kurmitola General Hospital and Sir Salimullah Medical College & Mitford Hospital. Senior Secretary of Health Service Division Lokman Hossain, directors of different hospitals and physicians, among others, were present at the function with Director of Shaheed Suhrawardy Medical College and Hospital Prof Dr Khalilur Rahman in the chair. The health minister said only 12 percent people in countries of African continent received coronavirus vaccine. Bangladesh is expanding COVID-19 vaccination campaign including booster dose to combat the spread of the deadly virus, he added. Maleque said the government is taking prompt measures to decentralize healthcare services across the country aiming to reach better treatment facilities to doorsteps of the people. “As part of decentralization process of healthcare services, construction works of eight high-standard hospitals at eight divisions are underway,” he added. The minister urged all people to follow health rules including wearing facemask to protect themselves from the deadly virus. Bangladesh successfully has handled the two previous waves of COVID-19 as it taken effective measures including expansion of vaccination programme, he added. Bangladesh today reported 4,692 Covid-19 cases while the coronavirus claimed overnight 19 lives. “The country reported 13.53 percent Covid-19 positive cases as 34,689 samples were tested in the past 24 hours,” Directorate General of Health Services (DGHS) said.

The meeting was held at the Jatiya Sangsad Bhaban today with Parliamentary Standing Committee of the Foreign Affairs Ministry Chairman Lt. Col. Muhammad Faruk Khan (Retd.) in the chair. Parliamentary Standing Committee of Foreign Affairs Ministry`s member foreign minister Dr A K Abdul Momen, state minister for Shahriar Alam, Nurul Islam Nahid, Md Abdul Mozid Khan, Md Hahibe Millat and Nahim Razzaq, among other, were present in the meeting. The meeting recommended to play a responsible role by the missions of Bangladesh in different countries including in the United States.
